Test Methods
Transport Of Dangerous Goods

Whilst some methods are published in the UN Recommendations and Model Regulations on the transport of dangerous goods (aka Orange Book); and consequently find their way into the modal requirements, the UN Sub-Committee on the Transport of Dangerous Goods (UNSCETDG) also publishes a separate Manual of Tests and Criteria (MTC); which is from time to time revised and republished or amended.

The MTC can be purchased in hardcopy from booksellers but is also available on the UN ECE website.
 
REACH

To support the REACH Regulations the European Commission (See Note 1 below) adopted Regulation (EC) No 440/2008 laying down test methods to be used.

The Regulation has since been amended by European Commission Regulation (EC) 761/2009 and by Commission Regulation (EU) No 1152/2010.

Note 1.  A subsequent corrigendum corrected the title to show as a “Commission”, not “Council”,  Regulation.

Note 2. A corrigendum was also issued in OJ L141 on 31.5.2008 but this was in turn cancelled and replaced by a corrigendum published in the OJ 36 of 5.2.2009.

 
CLP

The Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures (in short CLP) provides for the classification of any substance or mixture to be determined on the basis of available information, the available information to be used for the purposes of this Regulation should preferably have been generated in accordance with the test methods referred to in Regulation (EC) No 1907/2006 (REACH), see above, or for the transport of dangerous goods provisions, see above,  or international principles or procedures for the validation of information, so as to ensure quality and comparability of the results and consistency with other requirements at international or Community level.

The same test methods, provisions, principles and procedures should be followed where the manufacturer, importer or downstream user chooses to generate new information.
