EU CLP - EU Council and Parliament’s proposed changes

    Webinar Overview

    On the 08 July, the European Commission issued a Press Release presenting an Action Plan for the Chemicals Industry to address key challenges within the chemical sector. The Action Plan was published with an accompanying Omnibus on chemicals purposed to simplify and streamline key EU chemicals legislation.

    The Omnibus includes legislation to revert some of the changes ‘legislated’ for by Regulation EU No 2024/2865, including contentious label formatting rules, provisions on advertisements and distance sales, obligations laying down the six months deadlines for the label updates, and rules on the labelling of fuel pumps. Other changes were also made, and some provisions remain unchanged.

    The European Council set out amendments to some of the text proposed by the Commission on the 05 November last year. The European Parliament has now published a Draft Report on the simplification regulation, introducing more amendments.

    CHCS has prepared a detailed summary of the proposed changes. A link to the document will be included in the webinar registration confirmation email.

    Louise Witter, the Chair of CHCS has prepared a pre-recorded video detailing the current state of play with the EU CLP Regulation, following publication of the Council and Parliament’s position on the Commission text.

    Whereas Louise will make reference to the slides during the webinar, registrants are recommended to view the presentation before the webinar to prepare for questions. Questions may be posed ahead of the webinar or on the day. Louise will try to answer as many questions as time allows.

    Recording

    Once registered, you will receive a pre-recording of the video narrated by the CHCS Chair, Louise Witter, who will explain the latest developments. As a reminder, participants are recommended to watch the pre-recorded presentation before the webinar.

    Louise Witter, BSc (Hons), LL.B, is proudly steering the ship as the Chair of the Chemical Hazards Communication Society (CHCS) from ‘bonnie’ Scotland. A seasoned consultant for her own business, CLP LTD, where she has guided clients on all things, labelling, and safety data sheets for more than 20 years. Louise works with a range of industry organisations, including presenting at conferences across the world and regularly training for the Chemical Business Association.

    Louise's journey started with a marine and environmental biology degree from St Andrews University, followed by a law degree from Aberdeen University. Combining her studies and experience, Louise takes a unique approach to her consultancy work, starting at the beginning and getting to the root of what customers want to achieve, rather than delivering an out of the box solution. Louise is renowned internationally as a consultant providing opinions on chemical legislation compliance and regulatory liaison.

    Gill Pagliuca
    Gill Pagliuca is a highly respected leader with over 30 years of experience in chemical regulation. As the former chair of the UK Chemical Hazards Communication Society (CHCS), she remains a key figure in the field, actively contributing to regulatory discussions and initiatives. Gill joined Ricardo last year as the Regulatory Products Knowledge Leader in the Chemical Risk Team, where she brings deep expertise in REACH, Classification & Labelling, and the safe transport of hazardous materials across Europe, the UK, and globally.
